Candlelight march for peace,justice to the victims of crime

ITANAGAR, Sept 15: It was a silent candlelight march but enough to reveal their  pain and fear. No slogans were raised during the procession, but the banners carried by the participants said it all.

Mon Students Union Rajiv Gandhi University in collaboration with All Capital Students Union of Monpa and Itanagar Buddhist Culture Society today took out a silent candle light march to pay tribute to late Dawa Drema who was raped and murdered on 28th August last at Shyro Village in Tawang district and other victims of crimes.  

Hundreds of people including students, social workers, businessmen silently joined the march which began around 4.00 pm from Akash Deep complex and culminated at Itanagar Buddhist Monastery ( Gompa) around 6.00 pm.  The candle light procession ended with prayers by monks for eternal peace of all victims including late Drema.  

Speaking to this reporter, Tsangpa Tashi, one of the active members in organizing the candle light vigil, informed that it is a symbolic protest as well as tribute to late Drema for her eternal peace. Tashi further said all people of the state should join hands to fight for bringing justice to victims of such heinous crime.

“The silent march is a symbolic expression of fear and insecurity said, Diki Chodan, a B Com third year student at Don Bosco College Itanagar.  She also revealed that after rape and murder incident at Tawang, she felt insecured in her own home town. Gumjum Haider,NESO general Secretary, Jarjum Ete, president of Galo Welfare Society and Kamta Lapung, former All Arunachal Pradesh Students Union Convenor  and Jambey Tsering, who represents the Bar Council members. took part in the  candle light procession.

 

 

53rd Anniversary of Doordarshan celebrated

ITANAGAR, Sept 15: DDK Itanagar celebrated the 53rd anniversary of Doordarshan at the Kendra premises today.

Speaking on the occasion Agriculture and Horticulture Minister Setong Sena lauded Doordarshan’s role in nation building and said the public broadcaster could play an important role in Arunachal’s social upliftment. He said though India is ahead of many neighbours as per as broadcasting technology is concerned, more needs to be done to reach out to the rural areas.

Stating that directly or indirectly, DDK Itanagar played a big role in moulding local artists, Sena said the public broadcaster could help check urban migration by reaching out and convincing the villagers that future development would take place in rural areas.

Arts and Culture Director Mamta Riba said Doordarshan continues to be one of the biggest institutions of social reformation. She further said that the public broadcaster has been able to bring both cities and villages to each other’s doorsteps.

She pointed out that Doordarshan reaches where no other channel could reach and assured joint endeavours with the department in future.

Director IPR Leki Phuntso expressed happiness that 3 very low power transmitters

(VLPT) of Doordarshan have been upgraded to high power transmitters last year. He appealed for upgradation of the remaining 40 VLPTs in Arunachal Pradesh saying it would beneficial for all.

Head of office, DDK Itanagar R. Venkatesh said Doordarshan has made tremendous progress in the last 53 years. Stating that the broadcaster is second to none in technical availability, he informed that digitilazation of DDK Itanagar is nearing completion. He further informed Doordarshan will continue to serve the people with its motto of providing education, information and entertainment to all.

Head of Regional News Unit, DDK Sonikumar Konjengbam urged the dignitaries to continue their association with DDK. He also suggested that better programmes could be brought out by undertaking joint ventures. Social worker Higio Aruni, who has been long associated with DDK Itanagar also gave reminiscence of her early years with Doordarshan. Colourful cultural programmes, song and dance performance by local artists were the other highlights of the celebration.

 

 

Make educational institution a temple of learning: Byaling

SHILLONG, Sept 15:  “Let educational institution be a learning temple” said Tanga Byaling Minister Power (Electrical) and Rural Development while addressing on the fourth day (cultural day) of ongoing week-long All Tribes Festival Celebration 2012 here today.  Byaling further advised students to work hard for quality education.

Responding to the memorandum submitted by Arunachal Students Union Shillong (ASUS) President Likha Tado, the minister said that he would convey the grievances and problems of students to concern minister and department.  

 Arunachal Pradesh Building and Others Construction Workers Welfare Board Chairman Jalley Sonam while highlighting various issues relating to Arunachal Pradesh, called upon the youths to shoulder responsibilities for development of Arunachal. “Everyone must fight corruption with their heart,” he said.  

 Later the cultural day of the ATF became more lively as the  winner of Beauty Pageant “Miss ATFC 2012, Ama Pinky Kago along with Reshmi Tatin and Yangchin Lhamu, walked  the ramp in front of huge gathering. Mothers Home unit needs Govt support

ITANAGAR, Sept 15: Obang Tayeng, Deputy Director of Information and Public Relations department today visited Mothers Home Unit at Lekhi village. He lauded the yeoman services of the society toward destitute women and encouraged the chairman of the Achukuru Welfare Society, Talyang Shanti to carry forward the noble services in all the districts of the state for well-being of needy and destitute women and children.

Meanwhile, Shanti expressed her desire to extend its service  to all the 17 districts of the state, but due to financial problem the Home is not in a position to gear up its  activities in other districts.

She further said that if the concerned authority and the state government could provide Antyodaya Anna Yojana (AAY) Cards/ Below the Poverty Line (BPL) Cards against all the inmates, it would immensely help the Home.

She expressed her gratitude to the department of Urban Development and Housing, Itanagar for temporarily providing  a government building constructed for “working women hostel, marriage hall, old age and destitute children home” Lekhi village to Achukuru Welfare Society.

It is worth mentioning that at present, the Society is running the home on self-help basis and donations from few well wishers.

The building being used by the society on temporary basis is funded by Ministry of UD, GoI, under 10% lump sum provision for North Eastern Region (NLCPR) 2007-8, the total sanctioned project cost was Rs 200.15 lakhs.

The said building “working women hostel, marriage hall, old age and destitute children home and community toilet” was completed in 2011, but till today no any activities was carried out within the campus of the said building.

However, the Achukuru Welfare Society has come forward to make good use of the building. The government needs to initiate necessary steps and extend their helping hand to the society so that  it can expand its activities for the welfare of mentally ill  and destitute women and children of the state.

 

 

Flash flood leaves  trail of devastation at Bomdir

TAWANG, Sept 15: Flash flood at Bomdir near here left a trail of devastation within 15 minutes on September 13. It damaged huge quantities of construction materials of GREF like, bitumen and washed away 2500 cu meter gravel meant for construction of the national highway.

The gushing water triggered by a huge cloud burst in the higher reaches raised the water level of Bomdir Nallah to about 5-7 metres as against normal level of 3 metres in wide and 2 metres in height and damaged a fleet of atleast 20 vehicles placed in the area  It hit the left bank, swerved right and hit the GREF barracks and the vehicles parked in the area. The gushing water also brought in huge debris with huge boulders to the entire area of the army camp. Though timely rescue operation saved many a precious lives the shelters and parked vehicles were severely damaged. The remnants of a washed away tipper and air compressor were located the next day approximately 5 km down the stream.

The area is completely littered with debris of boulders and stones causing complete damage to the parking area, the road to the butchery, the entrance gate and 600 meters of fence. The RCC Bridge, however, remained unaffected from the flash flood.

Brigadier J S Rajpurohit, Commander of Tawang 190 Mtn Bde rushed to the spot and directed relief and rescue operations to prevent further damage. A joint rescue and recovery operation was conducted by the army under the supervision of the Commandant and rescued 25 civilians mainly, GREF labourers. One family that got caught in the flash floods was saved, however their huts were completely washed away. Maximum equipments were recovered using JCB. Five persons trapped in the butchery were rescued by own troops of FSD Bomdir and workshop.

As informed by the Commander 190 Mtn Bde, the Tawang Deputy Commissioner Kemo Lollen along with a team of officials rushed to the spot and personally supervised the situation and directed the morning operations on September 14.  Further, he advised the GREF and the populace to relocate their camps to another place for the safety of people and property.

He urged the public to inform the DA before carrying out any activities like construction of building, quarrying, mining, etc so that the DA can access the location for the safety of the populace.

The DC also reassured of continued support from the Army and District Administration for any eventuality or natural disaster.

 

 

Clean Arunachal campaign launched

ITANAGAR, Sept 15: Arunachal Pradesh launched ‘Clean Arunachal’ campaign as part of Tourism Ministry’s Clean India Campaign at Ziro valley today.

Launching the campaign, Tourism Minister Pema Khandu appealed all the participants, specially the students community, to actively take part in the campaign and spread the message of clean and pollution free environment for the prosper of tourism in the state. He also informed that the campaign will cover entire Arunachal Pradesh.

Local MLA Padi Richo said that the denizens of Ziro became aware of tourism thanks to the initiative of various tourism activities and expressed the hope that the clean Arunachal Campaign will be effectively carried out.

Parliamentary secretary Passang Dorjee Sona appealed everyone to take equal responsibility in maintaining cleanliness and the administration alone can not be held responsible for it.

Sonam Chombey, Secretary (Tourism) briefing the aim and objective said that the campaign has been launched by the Department of Tourism, Govt of Arunachal Pradesh a part of Clean India Campaign launched by the ministry of tourism to give quality service to the visiting tourists by keeping not only the tourist destination but also the nook and corner of the area by keeping it clean and hygienic.

Lower Subansiri deputy commissioner Taru Talo said that the campaign will be carried out throughout the district effectively  from the next month.   

A mass cleanliness drive was also organized in and around the festival ground. The minister along with all the participants joined the cleanliness drive.

Earlier the minister, both the parliamentary secretaries, Secretary, Deputy Commissioner, Superintendent of Police reached the campaign venue on bicycle by covering a distance of 4 km spreading the message of a clean and pollution free environment.

 

 

BCIF refuses to accept Govt clarification, to continue democratic movement

ITANAGAR, Sept 15: Refusing to accept the Govt clarification over shifting of greenfield airport from Karsingsa-Banderdewa to Hollongi, an adamant Banderdewa Circle Intellectual Forum (BCIF), in a meeting today decided that it would not relent till its demand is met.

BCIF, which has been strongly opposing the shifting of the greenfield airport from its earlier site at Karsingsa to Hollongi, appealed to the state government to discuss with Airport Authority of India (AAI) for restoring the airport at Karsingsa for the welfare of common people.

Responding to the state govt’s clarification, the BCIF, in a release questioned that as to why the state government has made a U-turn after six years and accepted Hollongi as the new site for the greenfield airport after all formalities, including feasibility, NOC, forest clearance etc in respect to Karsingsa site were completed. What more else do it requires to construct an airport at Karsingsa? it questioned.

Moreover; Karsingsa is the best and advantageous site for the construction of the Greenfield Airport with its numerous merits over Hollongi site, the release said

The land for the Karsingsa site was donated free of cost by the local public, whereas maximum land of Hollongi site is private land. Further, more than Rs 1 crore has already been spent so far at Karsingsa site in completing the all necessary formalities whereas nothing in this regard has been done so far for the Hollongi site which will be time consuming and wastage of money, the release said.

Further, the locations of Inter State Bus Terminal (ISBT), Inter State Truck Terminal (ISTT) and various other institutions of importance, like Police Training Centre (PTC), North East Regional institute of Science and Technology (NERIST), Rajiv Gandhi University etc are nearer to Karsingsa as compared to Hollongi.

Further, Karsingsa area is situated completely under Arunachal Pradesh, whereas Hollongi is situated at a disputed an inter- state boundary where eruption of law and order problem can not be ruled out in near future, it said.

Further, Hollongi site has some settlement of  Chakma-Hajong refugees in some pockets of villages, which, in future, may create problem in resettlement of those refugees, whereas, such type of problem is not there in Karsingsa site. In traffic point of view too, Karsingsa site can be reached by two roadways, one from Nirjuli to Karsingsa and the other from Gumto to Karsingsa. Whereas, in case of Hollongi site, there is only one road ways i.e. from Itanagar to Hollongi and in case of any road blockade, the people will face lot of problem, the Forum said while justifying its demand.

The Forum also did not rule out foul play by some people with vested interests in shifting of the airport for personal gain. The meeting threatened to go for the third phase of democratic movement in the form of 48-hr bandh call shortly.

The meeting held under the chairmanship of Joram Bada today at Nyokum Hall Banderdewa was attended by Panchayat Group, GBs, Youth group, Women society and President and General Secretaries of various organizations, the Forum said.

 

 

Army recruitment rally At Rupa

ITANAGAR, Sept 15: Indian Army is conducting a recruitment rally for Soldier (general duty), Technical, Clerk / SKT and Nursing Assistant at Rupa, West Kameng district from October 20  to 22.

The candidates from Tawang , West Kameng, East Kameng and Kurung Kumey districts are advised to report at Gyaptong Regional Sports Stadium, Rupa on October 20-21 for Soldier (GD). The candidates of Technical, Nursing Assistant, Clerks  from all the states of North East and NCC ‘C’ Certificate holders, sons of servicemen, ex-serviceman, widow, war widows and sportsmen, who have represented at State or National level (only from Arunachal Pradesh) will be screened on October 22. Written Test for candidates who are found fit in physical tests, documents check and medical examination will be held on October 28 at Rupa.

Candidates for Soldier (GD) should be at least 160 cm in height and have passed class VIII. The interested candidates are advised to bring along with them original educational documents, birth certificate, Permanent Resident Certificate (PRC), character certificate and unmarried certificate. The educational documents should duly be countersigned by the DDSE.

Flood damages crop at Koyu-Kora, washes away livestock

RUKSIN, Sept 15: Incessant rainfall for the last couple of days caused extensive damage to crops at Koyu and Kora circles in East Siang district.

Surging water of Dobu and Ngopi rivers inundated paddy fields at Kora and Maane villages washing away about 50 hectares of standing crops at Kora WRC and Maane paddy fields. Strong flood wave also washed away 12 cattle head and 4 Mithuns. The flash flood has completely damaged standing crops of Tami Rimu, Taken Rimu of Kora and Manya Miro of Maane village. It also washed away 12 cattle at Dangmar Riba of Maane, four of which were traced in the downstream area in Assam.

The road communication between Koyu-Kora remained disrupted for the last two days due to massive landslide at several portions.

The Upper Ramle Banggo ZPM Yai Dabi, who also is the ZPM chairperson, today visited the affected areas and took stock of the disastrous situation. She has reported the matter to East Siang Deputy Commissioner urging him for a strategic step to mitigate the situation.

The PR leaders of the area have demanded the authority to assess the properties lost and damaged by flood properly and compensate the poor farmers accordingly.

According to a report, the local people believe that the disaster is a result of bamboo flowering in the area during early this year.

 

 

Disaster sensitization programme at Khonsa

ITANAGAR, Sept 15: The Disaster Management Cell Tirap district organised 2 days disaster sensitization programme for NCC, scouts and guides along with the teacher in charge of NCC, scouts and guides on  Sept 14 and 15 at community hall Khonsa. More than 200 students from Govt Higher secondary school, Govt Town Secondary School, Town Middle School, Bank Colony ME School & Pinewood Middle School Khonsa participated in this two days disaster sensitization programme.

A power point presentation on types of disaster, causes of earthquake and Dos and Don’ts on earthquake was presented by P Duggong, DDMO Khonsa, he also told the students to take advantage of such programmes because it is not only important from disaster point of view but also for academic purpose. V Mitte, Field Officer (Disaster Management) explained the types of fire extinguisher, causes and preventive measures of fire accident. He also briefed the students about the causes of landslide and its precautionary measures. Dr. H K Dutta, SMO District Hospital Khonsa demonstrated the basic of First Aid i.e. wounds, fracture, unconsciousness, snake bite, dog bite etc. and also explained the functions of different system of the body.

 On 11th September similar programme was organised for all line departments of Khonsa town by the same team of resource persons. In the said programme the line department was informed about the DDMP (District Disaster Management Plan) and they were requested to submit the details of their man power, inventories and contact numbers to Disaster Management Cell for updating of the DDMP. The DDMO further informed that the DDMP have been uploaded in the district website for better dissemination of the plan which will be updated annually.

Leaflets on Dos and Don’ts on Fire accident, landslide and earthquake were distributed to the participants and a movie on disaster was also screened in the said events. DIPRO

Bandh extended

ITANAGAR, Sept 15: Ziro-II Anti-corruption Youth Forum has deferred its 24 hours Ziro –II area bandh proposed on Sept 17 to  Sept 20 next in view of the  Biswakarma Puja. Bandh has been called in protest against non-arrest of all accused involved in the murder of a girl student on August 12 last. Essential services like milk van,  medical and pharmacy, magistrate on duty and media are exempted from the purview of the bandh.  

 

AdiSU calls off bandh

ITANAGAR, Sept 15: Adi Students Union (AdiSU) has called off its proposed 12-hr bandh call on September 19 after the state government assured the union to meet its charter of demands at the earliest.

The assurance was given to AdiSU by the committee constituted by the government headed by Education Minister Bosiram Siram as chairman to take up the union’s demand in a meeting here today.

The AdiSU was represented in the meeting by its president Sokun Siboh, general secretary cum chairman democratic movement Obuk Gao, advisor Tapu Mibang and other executive members. The members of the Govt Committee are MLAs Tamiyo Taga, Ralom Borang  and Political Secretary to CM, Bamang Tago.

 

Heavy rain disrupts road communication

PASIGHAT, Sept 15: The heavy rainfall for the last few days has disrupted normal life and triggered landslides damaging roads at several places in East Siang District.

Er. Aken Jongkey, EE Pasighat Highway Division, PWD informed that the heavy downpour caused landslides and road breaches between Pasighat and Pangin. A large portion of the approach road and wing wall of Sideng Bridge near Rottung has also been washed away.

However, the department has pressed its men and machineries to restore the damaged portion and it would take two days to complete the restoration work. DIPRO

 

AAPSU concerned at repeated attack on Press persons

ITANAGAR, Sept 15: All Arunachal Pradesh Students Union (AAPSU) strongly condemned the attack on staff of the ‘The Arunachal Times’ and termed it another failure on part of law enforcing agencies to curb the growing lawlessness, particularly in the state capital.

The frequent attack on press persons in the state is becoming a great challenge to the greater Arunachal society and in dispensing unbiased news to the common masses of the state. It seems to be an orchestrated attack yet again to subdue the voice of the media in the state, AAPSU said in a release.

The state government needs to rein in the growing instances of attack on fourth pillar of democracy by taking tough decision, the release said and demanded immediate arrest of those involved in the brutal attack.

Meanwhile, the apex students body of the state called upon the state government to upgrade the present helipad located at Naharlagun  in the line of Lilabari Airport in Assam, whereby more seater planes can operate which will go a long way in boosting the transportation of the landlocked state till the green field Airport is constructed.

The union also requested all the well wishers of AAPSU not to entertain any form of donation in the name of ensuing AAPSU conference cum election without the approval and prior permission of the union president and conference committee, the release added.

 

Road link disrupted, ration crisis looms large in upper East Kameng

SEPPA, Sept 15 : Growing fear of food crisis gripped the common people and government staffs in various circle headquarters in upper part of East Kameng including Bameng, Khenewa, Sawa, ChayangTajo and Pipu as many road blockades occurred at several places snapping the Seppa-Chayang Tajo road, the life line of area.  The  landslide triggered by the heavy downpour on Thursday evening caused road blockades.This was informed by Block Development Officer cum Circle Officer Chayang Tajo Dahey Sangno here today.

Sangno informed that blockade begins from 10 kilometer off Seppa upto Pachi , Riga and Pakke, 30 kilometers from Seppa. It is said that many vehicles plying on this route are still stranded at Bameng and Pakke.

Sounding alert to district administration of impending food crisis, Sangno further informed that no restoration work is going on from either side. He disclosed that though there is couple of excavators of Gammon India Pvt. Ltd at the block point it could not press its men and machine into restoration work due to unavailability of fuel.

Panchayati Raj training

ITANAGAR, Sept 15: The Department of Panchayati Raj with technical support from National Informatics Centre and Ministry of Panchayati Raj (MoPR), Government of India has conducted a 6-days application training programme on Local Government Directory (LGD), Training Management Portal (TMP), National Panchayat Portal(NPP), which are a part of  Panchayat Suite Enterprise under e-Panchayat Mission Mode Project from , September 10 -15.

A.G.Ligu, AD(PR) as a Course Coordinator and Tasso Habung, Scientist-D as NIC e-Panchayat Coordinator. The training programme was participated by officials from various districts and Panchayati Raj Directorate.

While participating in the training programme, Bidol Tayeng, Director (PR) has advised participants to take full advantage of presence of visiting resource persons to learn with utmost sincerity and also practice the applications after going back to their respective place of posting as these applications are going to be implemented in the State very soon.

 

NWS condoles skilled worker’s death

ITANAGAR, Sept 15: Nabam Welfare Society (NWS) condoled the untimely and sudden demise of Nabam Takang, son of Late Nabam Serbang of Langchung village, Sagalee on September 14 at Guwahati.

He is survived by two wives, four sons and one daughter.

He was working as skilled worker in Sagalee PWD Division for the last ten years. NWS prayed to almighty to give strength to the bereaved family members to bear the irreparable loss and also prayed for the eternal peace of the departed soul.

 

NEC adviser inspects projects in state

ITANAGAR, Sept 15: P K H, adviser, (T &C), NEC secretariat, Shillong has inspected the Nari-Telam-Koyu road under PWD and 33 KV line from Pasighat to Mebo of power department on Sept 14 and 15 and expressed his happiness over the physical achievement of the these projects.

During his visit, he also assured that all sorts of cooperation will be extended by NEC for proper implementation of such major projects.

Earlier on his arrival at Itanagar on a four days visit to the state on Sept 12, PWD Western Zone Chief Engineer Er T Basar and other senior officers  of PWD  welcomed  Singh. Later the NEC adviser (T & C) discussed various issues related to the ongoing NEC projects with senior officers. He had also visited few on-going NEC funded projects and expressed his satisfaction over physical progress of the work.

Later on Sept 13, the NEC adviser (T &C) inspected the project, namely, “Tamen-Dollungmukh Road under Ziro division of PWD and System Improvement schemes of Power Department under Raga division”.
